Ohio Consumers for Health Coverage (OCHC) is a non-partisan coalition of 20+ organizations, uniting the diverse consumer voice with the goal of achieving affordable, high quality health care for all. OCHC combines the forces of health care consumers and represents tens of thousands of consumer voices. Our organizational membership is diverse and represents the healthy and the sick, the insured and the uninsured, those with resources and those with few resources. But we all agree that health care is not affordable for too many Ohioans. The payment system needs to be transformed, Medicaid needs to be protected, and equity needs to be achieved.

Ohioans included in 2013 medicaid expansion


    • Improve health care affordability, particularly for chronically ill consumers, by gathering data on their cost barriers to care and making the data available to decision makers.
    • Improve the ability of newly insured consumers to use their health plans by conducting insurance literacy education at the local level.  
    • Improve access of health plan enrollees to health care by developing a model for paying community health workers in local communities.


    • Along with many partners, OCHC was successful in securing the 2013 expansion of Medicaid to include over 600,000 Ohioans.
    • OCHC has engaged its member organizations in successfully opposing the State of Ohio’s 1115 “Healthy Ohio” waiver request by disseminating information about the waiver impact, filing comments, and providing testimony on state hearings on the waiver request.
    • OCHC has convened a monthly “feedback” loop since 2014 that has identified key barriers in Marketplace and other health plans and developed strategies to address them.
    • In 2015, OCHC supplied testimony and other input that improved the Ohio Department of Insurance rule requiring health plans to maintain accessible and up to date provider network listings.
